This pokemon is in a set location making it a 100% chance to come by. Rare pokemon are pokemon in the wild are pokemon with a low percentage rate in the wild. In the games, you can always get one from the old amber in pewter city. Now, referring to the anime, yes it is rare. I forgot about that so there you would be right.
But my persional definition of a rare pokemon is something like a kangaskon in the safari zone in firered/leafgreen.
If you were referring to the anime, you would be completely right. I'm sorry.
